The puppeteers at Disney World perform as part of the overall Character Department, under Teamster Union contracts.  In those instances where the puppeteer not only manipulates the puppet (to a recorded track), but also provides the live voice, either using a script of improvising dialogue, the performer would be considered an actor, and would be protected by the Actors' Equity contract, whether he or she joins the Union or not. 

Other puppeteers in the Disney theme parks have worked out their own contracts for individual acts.
