Hi there, 
My issue with working with 2 kids per puppet is that they all want to take it home at the end and it creates issues with ownership...
I would recommend getting enough towels for each child, and collecting empty plastic bottles (laundry detergent, dish detergents, soaps, shampoo...), the more interesting shapes the better.  Before working with the children, clean all the bottles and take the labels.  Then secured them onto the doels by screwing them upside down through the bottom of the bottle into the top dowel end.  This is the basic frame for the puppet.  The kids can choose their head and then paper mache directly onto the plastic bottle and shape the faces using both the original shape of the bottle and/or building up the nose, forehead, chin, etc...before paper mache-ing with cardboard or pieces of foam.  The advantage with this is the puppets already have a neck shape from the bottle shapes, and if there is time you can easily build the body/arms from there with fabric.
