It's what they use to apply labels to bottles, and it forms a permanently tacky surface. We put on a thin coat, let it dry to tacky, and then paint over it with acrylics. It is absolutely tenacious and will not flake off. We tried mixing it with the acrylic, but it was gummy and hard to work with. Putting it on as a separate step worked great. Their catalog says it works on vinyl and polyethylene as well. It is quite inexpensive ($5.95 per quart - we're still on our first quart) and it cleans up with soap and water.
