Don't know the real name of this device, which is part
of  an orchestra percussionists kit.  It's a piece of
flexible spring steel with a wire handle and an
attached mallet. Flexing it makes different sorts of
"Boing!!!" sounds.  I've seen them at professional
music stores.  As your local high school band
conductor what they're officially called, and maybe
look in his/her catalogs.
