Sculpey, the polymer clay company, has a formula of more durable and flexible polymer clay, called Premo Sculpey. The result is so flexible that I have seen and touched jewelry made with it. It bent really well and took back its shape on its own. Think fettucini thickness. I don't know if it would withstand the prolonged puppet use, but I'd be willing to try when I need to make delicate separate puppet fingers.
