Liz Joyce wrote an article in Puppetry International touching on this a while ago; the Philadelphia Police Department apparently decided that activists making puppets to use in a street parade was subversive, so they raided the open workshop where the puppets were made, destroyed the puppets, and arrested all the puppet makers.  I think they were worried about a Seattle-style series of demonstrations.  This kind of thinking rather than a personal vendetta...
