I have always felt the most logical procedure is to, first, delete 
all parts of the message except that to which you are specifically 
replying.  Leave the vertical line to show what has been quoted, then 
put my reply below it.  Only by doing it this way, will everyone know 
what has come before to generate my reply.  This makes everything 
understandable without the need to scroll back and forth.
