Uh, isn't this the most likely a combination of the two most common 
elements:
  It isn't going to happen to me.
  I can't afford it.

  For myself, I am in an old warehouse. No sprinkler system. Every bit 
of useable space utilized (racks stacked nearly to the 16' ceiling) as 
best I can. Hazardous materials that we all work with in less than 
wonderfully safe storage. Too much scavenged stuff scattered about. I 
am sure inadequately insured to cover the actual loss should there be a 
disaster. When I win the lottery this will all change.
Space is always a high dollar item. Who wouldn't love to have premium 
space (and a lackey to all of the grunt work) but it is not the highest 
priority. A workable space leaves more dollars to spend on other 
things. Not the best way of thinking, but I believe the most usual.
And to put all of the storage items where they could most easily be 
evacuated in the case of fire or such is not the best use of space, 
IMHO. I want the items that I use most and take in and out the most 
near the door, not the storage items. My priority is everyday 
convenience, not the convenience of being a bit paranoid about some 
future disaster.
  I am not saying we should court disaster, but we need to be prepared 
for the every day and take the best precautions we can toward the 
possibilities of the future - both good and bad.
