I've actually built this! I don't believe it. Although, for our production
the petals needed to float up in a flurry rather than dropping off, so it is
a slightly different effect.

I dissassembled a fake rose. At the base of each petal was a small hole that
fit over the stem. I replaced the stem with a piece of steel that projected
up through the center of the rose. Then I strung each of the petals on a
piece of monfilament and reassembled the rose. At the pivatol moment, we
pulled on the string and the petals swirled off the rose. It seems like you
could do a similar thing, but strung upside down and only release one petal
at a time.
