I'd recommend checking out the Muppet Central Forum's puppetry section for
eye blink info. The subject comes up a lot there. Search the archives for
"eye blink" or "eye mech", read through the relevant threads and then post a
message if you need more info or clarification. Everyone there is very
helpful and supportive and it's a great community of puppeteers and puppet

You may want to check out a book called "Figure Making Can Be Fun" by
Michael Brose. He has a lot of eye mech designs in it. The book is written
with Vent dolls in mind, but you can adapt all of them for other types of
puppets.
