Phillip Huber's bubble gum girl inflates at the end of her song, but it only happens once.  I believe it is done with ribs inside her costume (kind of like an umbrella) rather than air.  Moving enough air quickly enough into an inflatable structure may be almost impossible for what you want.    

You didn't mention what kind of a puppet this is, but for a rod puppet something along the lines of an umbrella mechanism could probably do what you want.
