Thanks.  In my case I'm building the puppet head directly on a base of 
styrofoam, plastic, bottle caps and whatever else creates the general shape 
I have in my head.  It's kind of like sculpting with junk.  The paper mache 
serves as a skin to hold the junk together and a base for the paint.  I'll 
try skipping the 'soak the craft paper' step.  Thanks!

Hi Dave,
I mix the paste and then apply the glue with my fingers to the paper and
then apply the paper to the mould, which in my case is of clay.
