Correction I can't view the video on your web page, but am familiar with flicker devices. They are widely used in haunted houses, and also for stage use. It seems you are using the fluroescent light starter method. However, there are more complex circuits which give you more adjustability. They are lamp dimmer circuits with an oscillator that varies the rate of flicker and give you an infinite range of adjustability.
