The one I find the easiest is to construct a head that uses two fingers inside and make the lower jaw so that it can be moved by either finger from the back of the jaw. (This allows for the puppet to be used with ease on either hand.) A spring inside of the head will pull the mouth open. This is sort of counter intuitive as usually you want to open the mouth (rather than close it) for the movement, but it is the simplest construction method and not bad to use once you get used to it. The same thing could be accomplished in reverse (thus the usual push to open) by having a spring that closes the mouth and a hollow jaw that will allow you to push a trigger that will open the mouth for the words. Be sure the spring is not so strong that you end up moving the whole head every time you try to open (or close) the mouth. Hope that helps.
