Recently read a great book on this education subject    FREAKANOMICS...gives 
you some insight on cause and effect.

 Communities (entire nations or local) reap the results of a good educational 
system for their children.   Having performed in tens of thousands of schools 
in the past 25 years, I've encounterd the entire spectrum...but SOME inner 
city schools seem to offer excellent service...but it depends on that ONE SINGLE 
administrator who requires excellence from her/his teachers....and parental
