My travel experience is geographically much more limited than many on 
Puptcrit.
All over the USA, lots in Canada, some in Mexico and Ireland.
But one commonality that I've observed in all the above locales was 
that some people greatly enjoy all occasions for conversation with 
others relatively new to them and so their manner of conversation is 
designed to make the interchange last as long as possible, if possible. 
Talking to people from elsewhere is often fun, certainly educational, 
as well as interesting. It mostly seems like rude or yes/no folks just 
do not like talking to me, for whatever reason.
