Hi. If at all possible considereing there will be firing involved, why not 
pre-drill a big and deep hole in the mask (dried), slightly bigger than the 
dowels to be used, to compensate from the clay shrinking as it bakes.

When the mask is baked and cooled (otherwise prepare to say ouch),insert 
dowel in there, to see if it fits.  If it does fit, remove, squirt some hot 
glue in there, not too much, then push the dowel inthere too.
Better to use High temp hot glue, and really wait for the gun to be real 
hot, to  ensure proper bond.
One wouldn't want a mask to lide off it's dowel and break in a hundred 
pieces, breaking a child's heart at seeing his/her artwork in pieces.
