Here's another, possibly useless, suggestion, but, Kilz by MasterChem 
Industries makes a spray paint version of their stain cover primer paint. It 
will stick to anything, as far as I've been able to see (metal, pvc, etc). 
And you can paint over it. I use it to put paint on surfaces to which paint 
won't adhere by itself. Can't say how well it will hold up to constant 
abrasion, though.
