The main problem is that it has few illustrations, although all the basic ideas seem to be there. I did some more research over the years and found out that apparently a company called Edgar S. Wener & Co. published several pamphlets that illustrated the Delsarte System using photographs. They were quite common in their day and apparently can be found online frequently for anywhere from $10-50 depending on the condition of the pamphlet. The "Pastimes At Home And School" book was published in 1897 and should be in the public domain, along with the pamphlets I mentioned since they were published before 1923 so I don't see why there should be a problem distributing the information freely.
