The short answer is YES! But, halogen is not the issue. The problem is that there are a lot of low voltage halogen bulbs out there, and for that the answer is not so clear. It is not whether the bulb is halogen or not, but whether the lamp is low voltage. If the bulb is 120 volts (or whatever voltage the country uses) then a dimmer is fine. But, the 12 volt bulbs (halogen or not), use a transfomer ( a coil of wire) or electronic ballast (a more modern, lighter weight type showing up more) to change the 120 volts to the lower voltage for the bulb. Some dimmers will work with the transformer type for a while, but tend to burn out quicker. The electronic type is definitely a bad thing to put on a transformer. It is like trying to dim a TV. Electronics can't be dimmed.
