With Audacity and Sound soap the trick is what 
you teach the software is the "noise" of the 
recording.   You give it a sample of the static 
for example, and then it goes about attempting 
removal of same. Usually you can adjust the % of 
removal if the pass was too destructive to the 
original.  Anyway, it's free to try.
