There seems to be a very strong kiting community, with regular kite flying festivals. http://aka.kite.org I did a little reading on this a while back, with comparable ambitions to yours, but never really pursued it. I do seem to recall seeing one outdoor kite flying video where the individual was able to stop the kite with great control. I think these is a good tool for when you have different kites representing characters, and need for one character to yield focus to the other. Also, another where an individual was able to land the kite on the ground, and then fly it again... obviously good for the equivalent of stage entrances and exits.
