Build it so that its natural position is to hang open. Extend the trigger from the mouth piece down the neck and instead of pushing it to open the mouth, you push it to close it. The mechanics for the puppeteers would be the opposite of what they are used to (pull the finger off the trigger to let the mouth hang open), but I have done this and it works just fine.
