If you are sure your puppets won't be exposed to excessive heat, you
can also use a thermal plastic to make the interior neck tube.  The
advantage here, is that you can get a very snug grip for your fingers,
so it doesn't wiggle, but also have nice freedom of movement.  When
I've done this, I've not made two tubes completely separate tubes, but
left a little bit of an opening between them.  This gave me a much
wider ability to turn.
