First of all, there are different latex products with different amounts of 
flexibility.  I don't know what is available in Canada, but here in the 
U.S., as I have previously mentioned, there is the Cementex Co. that 
produces a wide variety.

I have made latex heads and fastened rigid wires inside by first putting 
them in place and then building up (all I can think of right now are) blobs 
of more latex around the ends.  A creative guy like you should have no 
problem.

Also, depending on how you pour latex into a mold, you can make some parts 
of a puppet head more flexible than others.

When it comes to the neck tube of a puppet I have found that during use, it 
naturally inches down to the base of my fingers which can hurt.  So I agree, 
don't make it too long.
