i made a bunch of puppet heads this way for larger 24" tall puppets
For teh papier mache with glue (instead of lour & water)
i use alternating colors of tissues paper dipped in watered down weldbond
over a plasticine head over a samll armeture like styrofoam or crumpled
tinfoil.
and the very important layer in between the plasticine .is a layer of tissue
paper smeared with valseline . and then commence the alternating tissue -
glue  papier mache technique.
then let dry . fo r a long while and cut the two halves of the head awasy
form the plasticine
and you will have this plastic like two halves  and attach with tissue paper
in watered down weldbond  takes arcylic paint so nice .

most recently for heads i use  a paper clay product mixed with mashed up
soaked in water strained egg cartons, these puppets are very much smaller
12" tall they head dry to a sandable finishand coated with spray gesso

a great older puppeteer tells me the egg cartons - as a result of the high
clay content . once soaked and mashe dna starined . that sone . is
wonderful paper clay. i added some volcanic ash for smoothness.
