For fabric to fabric stuff -- that won't be pulled or pushed too much, I always use bridal adhesive -- Fabric tac or Magnatac are the brand names. Acetone based, but very long lasting. I have parade figures that have stood up under powerful winds that have it within their bodies.

Hi again,

 

I 've got this 14 foot hot-pink-black-light-reactive sea dragon thing
that I want to convert for parade use. It is a blue board and
fluorescent vinyl head and painted medium weight muslin body supported
by 3 bicycle helmets mounted on poles.  I need to put "air holes' in it
before it makes the first parade and I want to attach tulle or netting
behind the holes so it will look better than loose flaps of cloth.  Here
is the sticky part-what adhesive to attach tulle to muslin and have it
stick for the long term? I am thinking Eileen's tacky glue or some such,
but I thought I would ask for a 2nd or 3rd opinion on the matter.  I
plan to scotchgard the snarf out of it, so the adhesive can't stain the
painted side or react badly to scotchgard.
