I love carving and shaping blue styrofoam (dense insulation foam) covered in 
paper mache strips or pieces.
I got into this following Fred Thompson's advice.

It's very strong, even at only two or three layers of paper.

Just make sure you add much more where the hinges go into the puppet, and 
wherever there migth be friction.
For joints, I use nylon webbing (backpack straps). I don't just glue them to 
the front of the parts, I actually force them through a slit in the foam, or 
sandwich them between two slices, makeing there is a bend somewhere, to 
increase strenghtr. once covered in paper mache, even if the glue softens a 
bit in the heat (you can'Mt control all the envrionments your customers take 
the puppets to), it wont fall apart.
