Conrad, kath mentions punches. Have you tried the exacto chisel blades or small wood chisels? Get a piece of wood that you can turn so that you are punching into the endgrain and use that to back up your work, and try using punches. You may find that there are some woodcarving gouges or leatherworking tools that will work, maybe use a little hammer or mallet to tap with. I've watched some videos of the making of Chinese shadow puppets and that seems to be a technique that was used.
