If you're set on using cardboard, you might try a mat cutter, though I'm not sure how well that would handle curves.

If you just want a crisp and easy shadow, an Xacto knife cuts black contact paper like butter! Adhere the adhesive contact paper to 20 ml clear Lexan plastic sheeting, then use the Xacto on your design. Finally cut the whole puppet out with scissors. A very quickly constructed and durable puppet.
