Print a copy of a painting onto a rubber sheet (I am not sure if this is possible, but if not airbrushing may be an option). The rubber sheet is framed and placed in front of a mechanism that holds the 3d shape of a face molded in plastic,like a mask. Then when the character comes to life, the mask is pushed forward. I imagine the tip of the lips can be glued to the lips of the mask. While latex has a lot of flexibility, I wonder if something else may be more practical. Spandex is another option, but I have no idea if printing or painting on it is better than on latex. I think getting the mouth to move well would be a challenge, so I expect only very minimal movement in that regard. Actually, you may be able to get away with no mouth movement, if the head itself can move well.
