Everyone's had some good suggestions so far, and I, too, immediately  
thought of some sort of inflatable apparatus as a solution.

Okay, here are some thoughts:

You could create some sort of inflatable vest (think along the lines  
of a life jacket, but that inflates to a larger size than your normal  
life jacket).  You might want the vest to inflate in two or three  
stages, so maybe a couple of valves for CO2 cartridges.  Here's a  
link that shows a bit what I'm envisioning:

(except not just the boobs, naturally ;))

So anyway, Violet would start to inflate, then get bigger (and maybe  
even bigger), shock and chaos ensues, and perhaps she waddles  
offstage in a panic.  Wonka sends the Oompas after her, and they  
reenter rolling the fully-rotund Violet (puppet stand-in) and  
maneuver her across the stage.  I also love the idea of the shadow  
screen - I can see the Oompas bouncing her over their heads like a  
giant beach ball!
