Among the weird reports: Recently Hong Kong welfare workers were using puppets to demonstrate masturbation techniques to the mentally handicapped ("Puppets enlisted to instruct on onanism") as a means of dealing with their sexual needs. "Psychologists said previous attempts at teaching the mentally disabled...had led to misunderstandings and even proved dangerous".
