Mathieu, If you attach a string to one arm/hand, run the string to a point in the body (through a screw eye, say), and then down to the other arm/ hand, movement of one arm will bring a corresponding movement to the other. Marionette hands are often strung on a single continuous string for the same reason - i.e., both puppet hands can be manipulated by a single pull on the string. Also, while I'm not a rod puppeteer, I believe it's not unusual for a puppeteer to be able to manipulate both rods in one hand, depending on the size of the puppet.
