Your local Dollar store carries  roller ball deodorant,  popping out and 
washing
 the roller balls provide excellent eyeballs , even has  a clear circle for 
finishing as a iris. Two dollar for a pair of eyeballs  is a deal
 
 Local toy department carries Ballistic balls. they are a hard foam  ball. 
when
 one is cut in half makes excellent eyes for certain types of  puppets
 
They use to make clear plastic Christmas ornament balls, which you open  and
 decorate inside to hang, by using halves you have large eye balls  which you
 can reverse paint  
 
The sports department carries plastic golf balls, usually a yellow color,  
again
 in hard foam and went split makes a pair if eyes.
 
The fishing department carries plastic and sometimes large cork bobbers  that
can be made into eyes
