Puppetry is a subset of theatre. As Peter Brook so brilliantly wrote long ago theatre requires a space, an actor and an audience. Two chess players are the actors, wherever they are playing (park, auditorium, space station) is the space. Whoever is watching is the audience. But if the focus is on the chess pieces (of any design) as the actors, the chess board as the space, and there are people watching, seems like a puppet show.
