  Well, not permanently to either. First you slide it up over the loop, 
so the two holes of the clip are on either side of the loop in the 
hand. Next, you put the bend of the rod thru the loop and holes of the 
clip. Then snap the lower part over the rod. Take it off in the reverse 
order.

Not really that visible as the tone is towards black for most of the 
metal clips, and it stays snug to the rod. Plus that is not usually 
where the audience's attention is on the puppet.

   Take a piece of the rod you intend to work with if you can, so that 
you can get the appropriate size.
