Home Depot carries it. Spray both surfaces, then when dried to aggressive tackiness, press together. Over the next 30 minutes or so, re-press as the solvent continues to evaporate, to secure the bond. If layering planks together, I use a wire brush to roughen the smooth surface. This pops the bubble structure of the foam and gives the glue more to hold onto. If joining edge to edge, there is enough rough surface exposed already. It's nasty stuff, with organic vapors, so use it outside, stay upwind, and use the appropriate respirator mask approved for organic vapors. Then let the piece dry for a day or two outside. The solvent will continue to off-gas for at least that long.
