Thanks to everyone for the suggestions. I ended up using a warm towel to clean the plastic easter egg eyes and the gunk came right off. 

I decided to use paint instead of black tape for the pupils. Now I'm considering a thick coat of nail polish to make the paint last longer. My only hesitation is: I've never used nail polish before, so I want to make sure the nail polish won't eat the plastic...?
