Experiment with super glue.  If the thread is anything like nylon which acts
like an excellerant with super glues, you could apply a tiny bit of glue at
a time and apply bundles of thread as you go. If the thread has the right
properties I t will set as you touch it to the head.  Another possibility is
to dip the end of the thread bundle in the smallest drop of zip kicker. It
is laborious but, the puppet hair is laborious.  The trick is very small
applications of the glue, as it likes to wick up the thread and stiffens it.
