Yes, they are usually compatible.
However, if you want to save money, tinting the latex paint with acrylic 
paints is not the best way to go, as acrylics cost a lot more.

I recommend getting some artists pigments, either in powder or in liquid 
dispersion (water).

I rarely buy pre-made acrylic colors, (except for white). I prefer to mix my 
own colors starting from a good quality acrylic gel medium or acrylic liquid 
medium, and add powdered pigments, to the saturation I need. It saves me a 
lot of money, and I have total control of my colors, from the very start.

Using the latex paints as background colors and the acrylic colors only as 
the details on top would also help you save money.
