You should look over the line of scene paints by Rosco.  These are made 
specifically to be painted on muslim and are very flexible and durable.  You 
can purchase either the "supersaturated" line, which means that you can add 
as much water as you would like, or the "off'Broadway" line that is 
premixed - though you can still add some water if you like.

Rosco has a website, or you can buy the paint from a distributor like Rose 
Brand Fabrics & Theatrical Supply.  Oh, the primer is merely a layer of 
white scene paint.
