This is what I understood from the reputable buyer that went to Nepal and bought them: the main festival of Nepal is the Festival of the Four Faces of Shiva. This includes the making of papier mache masks. When the Peace Corps came in they set up home industries to market these beautiful masks. Then they got the idea, why not puppets? So they invented the Nepalese puppet. This seemed logical to me because, as puppets, they certainly don't move like a professional puppet and the strings are a length that is good for display hanging but not for hiding the puppeteer. I found this explanation plausible.
