Actually, I don't know why you would use fur.  If you are making a puppet to
feed birds, what would be important would be the color, and pattern,
particularly of the beak. The texture really wouldn't matter. In herring
gulls, what's important is the red dot under the yellow beak. The sight of
the dot makes the baby birds pop their mouths open. Research determined that
all that was needed was contrasting color at the end of a stick moving
horizontally across the birds field of vision.  You probably won't have the
chance to do such extensive research so your best bet is to duplicate as
much as possible the look of the bird. Check your materials for toxicity.

Terri,

You should not use Scotchguard on a material being used to feed birds. I
worked on a similar project years ago and we couldn't even use synthetic fur
because of environmental concerns about the birds potentially swallowing
fibres from the fur.
