If action is to be made king, how about using a puppet as a narrator (or 
storyteller) between scenes, and have it recite, while moving about in any 
way you see fit (wild or mild, dark or light, funny, or just subtle).

I can totally imagine an old storyteller walking slowly accross the stage 
for the duration of his spoken bit. Every one of his scenes having him do a 
different sort of walk, or carry something new, the purpose of which would 
be revealed at the end of the show...
Like kindling for a warming fire, or parts for fixing a scarecrow that migth 
have been trampled during the story.
