Make a way to put a pull string on the neck of the glove. There is a word for this but it alludes me - Karen would know. On the neck of the puppet you can make some sort of ledge (I use rope covered by mache or hot glue or whatever works). Then when you put the under glove back on you have something (after you tighten the pull string) to keep it from slipping. I often use something like scuplt or coat or hot glue or something under the pull string on the neck for added security...but I try not to recostume until they wear out.
