You want MARINE SNAPS not upholstery snaps! Go to a Marine supply store or
online. We used upholstery snaps and they didn't last one season. a

I've always gotten them at a really good hardware store. I think I've  
seen them at fabric stores and maybe Home Depot. The "Kits" I've  
bought included the tool - a metal post and dish for banging the  
halves together on each side of cloth, the male with screw attached  
(for mounting on wood) as well as male halves for banging on to  
fabric. The female halves get banged on to each side of fabric.

Procedure:
1. You punch a hole in your fabric with an awl, ice pick etc. and  
ream it until it is large enough for the neck of the female half to  
fit through and then mount the other half of the female halves from  
the other side of the fabric onto the neck.
2. Place the sandwiched fabric and two halves into the dish part of  
the tool. My dish tool has two different sides to match male or  
female halves.
3. Place the metal post over the top halve and pound with a hammer  
until they are firmly joined.
4. Screw the male part into wood frame or sandwich male halves on  
fabric and mount in same way as female halves using approriate side  
of dish tool.

Not sure if this is the exact product I have used, but looks very  
similiar just to give you an idea:
