Other filmy products also work for the cataract effect.
I don't remember what I used on one of my demon puppets exactly, but it 
might have been either acrylic gesso or a translucent white (zinc white?). 
It was definitely several washes of paint, with some wiping off and dabbing 
with a rag.

For a wet-alive look over the painted eyes, an application of a very glossy 
varnish or resin works magic.

I now use nail polish, because it's convenient (Sally Hansen Mega Shine). I 
have used epoxy counter varnish, but the product shelf life is so limited, 
and I use it is such small quantities, that I wasted a lot of that first 
purchase. I'd still get some, in a smaller quantity, if I were to make a few 
big puppets, because I don't think I want to spend hours trying to make an 
even application on large surfaces with the nail polish's integrated brush.
