Because
A) they often don't know better/different.
B) it becomes a case of the blind leading the blind - taught by others 
that "THIS is the proper (only?) way to do it"
C) there is a large prevalence of CBTHS -  Cart Before The Horse 
Syndrome. Those performing are usually volunteers and are more 
interested in getting the message out than the quality of the puppetry.

That's my take/experience anyway.
