If you already have a PC, use Premiere and Sprinkle in After Effects.  For 
memory issues and question, go to the Adobe site and find the minimum 
requirements and then check the recommended requirements and make sure you 
fall with in those guidelines.  Make sure you  have enough space on your 
hard drive for the project files, footage and QT's.  It can grow very 
quickly.  You also might want to think about getting an external HD drive 
for this.  They are pretty cheap right now.

When you get ready to post to the web, let me know and I can help you out 
with compression issues and streaming.
